Application:
Trust Funding for Self Bonding and Commissary
Business Need: Collin County wanted to minimize costs, labor and problems associated with the cash handling experienced by the facility. They needed a convenient solution that did not interrupt the bond process. Additionally, they wanted to provide customers with convenient, fast payment alternatives to fund a trust account for the purposes of self bonding and commissary purchases and multiple payment methods for funding the trust account.
Solution:
TouchPay installed a payment solution including a self-service kiosk in the booking area, providing additional options for family, friends and the arrested party to place funds in the trust account, which could lead to a more timely release from custody through self-bonding in real time. The on-site kiosk accepts credit card and debit card payments from the offender. Additionally, if the offender does not have self-bonding funds, family and friends can make a trust fund payment using a credit card, debit card and ACH through the internet payment portal or the telephone using the automated Interactive Voice Response system. This allows them to deposit funds without having to go down to the facility.
Results:
Collin County reduced the average time from receiving and booking to release from more than eight hours to less than three hours for those using self-bonding services. They expedited the bonding process while minimizing costs and problems associated with cash handling.

Application:
Commissary Funding
Business Need:
Lubbock County wanted to reduce costs in cash management, cashier functions, payment by mail and account reconciliation of commissary fund payments.
Solution:
TouchPay, with our partner ARAMARK, installed a payment solution including Web, IVR and a self-service kiosk in the lobby area, allowing for third parties to fund inmates' commissary accounts in real time. Lubbock allowed for credit card, debit card and ACH to be made through the internet payment portal or the telephone using the automated Interactive Voice Response system. Additionally, credit card, debit card and cash payments can be made at the kiosk in the lobby. The automated interface to the commissary vendor, ARAMARK, allowed for real-time payment processing to the commissary account.
