TouchPay's unique approach focuses on the entire sales and marketing effort through an indirect channel strategy, enabling both TouchPay and our select Partners to achieve maximum market penetration by providing incremental revenue and profitability. Each Partner will gain increased pricing leverage, support benefits and program flexibility with incremental resource and volume commitments to TouchPay's service offerings.

TouchPay enables its Partners to provide their customers with unprecedented simplicity, access and cost savings for account funding deposits. The TouchPay Payment Solution provides its Partners with the following enhanced services:

Access Services

• Authenticates and authorizes customer identification and payment access through
  multiple types of payment portals
• Enables Partners to serve more customers who prefer the easy access through
  TouchPay's payment network

Aggregation Services

• Aggregation Services are the ability to access multiple correctional facility accounts (Trust, Telco, Commissary) and joins the service Partner networks together into one seamless network
• Through our settlement and payment record exchange, TouchPay provides service Partners with all of the payment and customer information needed to facilitate proper inmate account crediting and net settlements

Transaction Services

• TouchPay transaction services allow complete outsourced transactional management and accountability of payments
• Integration of debit, credit, ACH and cash transactions through portals
• Complete transaction management software and banking relationships provide turnkey net settlement for our Partners

TouchPay has designed the ToPP program so that each of our Partners will join one of four program levels. Within each ToPP level, there are installation, transaction and revenue commitments for the Partner.  In turn, the Partner will gain increased pricing leverage, marketing tools and support for all contributing to our Partners' success and incremental revenue streams and profits.

In addition, the ToPP program is designed to promote aggressive commitment levels with additional incentives for Partners who are first-to-market leaders. For these Partners, TouchPay will provide higher levels of marketing support, cross-selling and demand generation, which will drive incremental transactions through the system from primary Partner and non-affiliate transaction activity. This, in turn, will increase revenue to our Partners.

Program Levels
The ToPP program is broken into four different levels based on the Partner's commitment to the TouchPay Payment Solution offering.
